
























The Wisconsin Department of Transportation (WisDOT) is updating its 2023 State Freight Plan, with an expected completion date of summer 2027. This plan will reflect updates from the previous plan and WisDOT's 2018 original State Freight Plan. It will provide a vision for WisDOT's freight program for the next eight years.
The SFP update is expected to be complete in summer 2027.
WisDOT updates our State’s Freight Plan every four years so that it accurately reflects, considers, and addresses our state’s current and future freight needs. The 2027 update continues to focus on the needs of state highways and local roads, freight rail, aviation, harbors, and intermodal connections. Our findings help WisDOT integrate freight improvements in future construction projects and prioritize future freight-related projects for funding. These future investments position Wisconsin to remain competitive in the global marketplace.

Includes new and updated information since the previous statewide freight plan was released, including an overview of the current multimodal freight system
Assesses statewide freight needs and issues through data analysis and stakeholder engagement
Guides statewide investments to improve the multimodal freight system, including roadways and roadside facilities, railroads, regional airports, ports and pipelines
Engages and reflects the interests of a wide array of freight stakeholders
Aligns policies and recommendations with Connect 2050, Wisconsin’s statewide long-range transportation plan
We are currently working on the update for the 2027 plan.

WisDOT began public involvement related to the 2027 plan with its Freight Advisory Committee in early 2025 and has continued outreach in 2026. Stakeholder outreach will continue into summer of 2026 with an official comment period in late 2026.
